Libya, UNDP sign blue economy agreement to support economic diversification

Libya's Ministry of Marine Resources and the United Nations Development Program (UNDP) signed a memorandum of understanding on Thursday to promote the blue economy.

The agreement sets out cooperation in areas including a national blue economy strategy, institutional capacity building, aquaculture, marine ecosystem protection, and marine research and data systems.

Minister Adel Sultan said the agreement marked an important step in strengthening the sustainable management of Libya's marine resources, in line with national priorities such as economic diversification, food security and environmental protection.

The partnership follows the Libyan International Forum for the Blue Economy, held in January. The event highlighted the sector’s role in international trade, maritime transport and logistics.

According to the Libyan Society of Artisanal Fishery Friends, Libya has vast, underexploited marine and coastal resources that could support inclusive and sustainable growth if developed responsibly.

The group said the blue economy offers Libya an opportunity to diversify its economy, create sustainable livelihoods and strengthen environmental resilience.

UNDP said the sector could support job creation and reduce reliance on traditional industries, adding that the partnership would help accelerate the shift toward a more diversified and resilient economy.
