Morocco advances with Digital X.0 law to regulate artificial intelligence

  • The draft “Digital X.0” law sets a legal framework for AI integration in Morocco.
  • It focuses on data governance, digital identity, and interoperability.
  • The reform supports Morocco’s “Digital 2030” strategy to boost innovation and trust.

Morocco is preparing to equip its digital ecosystem with a comprehensive legal framework through the upcoming “Digital X.0” law, currently under review by the General Secretariat of the Government. Recently presented by Amal El Fallah Seghrouchni, Minister Delegate for Digital Transition and Administrative Reform, the draft law aims to integrate artificial intelligence (AI) into both public and private sectors while ensuring strict governance of data and algorithms.

At the core of the law are three strategic areas: data governance, digital identity, and interoperability. “Digital X.0” defines principles governing data circulation and protection, in line with Law 09-08 on personal data protection.

The law introduces a sectoral digital identity system that restricts access to only the information required for each activity, and an interoperability framework based on traceable consent, ensuring that any data exchange between administrations or private actors is explicitly authorized by users. Cybersecurity forms a central pillar of the framework, designed to build digital trust without imposing excessive control mechanisms.

This reform is part of Morocco’s national digital transformation strategy, “Maroc Digital 2030,” which positions AI as a key driver of economic development and administrative modernization. Over recent years, the country has invested heavily in digital infrastructure, online public services, and applied research in emerging technologies.

Recently, Morocco strengthened this momentum through a strategic partnership with French start-up Mistral AI to establish a lab for multilingual language models in Arabic, Amazigh, and African languages. The government also launched a national program to train 200,000 young people in digital and AI skills to build local expertise and foster innovation.

Through the “Digital X.0” framework law, Morocco seeks to reinforce digital sovereignty, structure a competitive AI ecosystem, and promote responsible innovation. The framework aims to accelerate the digital modernization of public administration and improve service quality and efficiency through advanced technologies.
