Djibouti has begun a formal process to develop its future National Artificial Intelligence Strategy, with support from the United Nations system.
The Ministry of Digital Economy and Innovation held a nationwide assessment last week, followed by a multi-stakeholder workshop bringing together public institutions, national experts, international partners, young innovators, and representatives from the private sector and civil society.
Authorities aim to establish a strategic framework for responsible, inclusive and ethical AI. The goal is to prepare for emerging applications, guide AI development, and maximize economic and social benefits while safeguarding citizens and protecting the country’s digital sovereignty.
Discussions highlighted several key priorities, including strengthening local skills, expanding digital infrastructure, improving data governance, fostering innovation, and gradually integrating AI into public policy. Particular attention was also paid to youth employment and closing the digital divide.
Input gathered during the process will feed into the final strategy, with the aim of producing a technically sound, politically backed plan that can be implemented in the short and medium term. Djibouti’s challenge is to create a clear framework that helps guide investment, strengthen the digital ecosystem and attract technology partnerships.
The strategy aligns with Vision Djibouti 2035, the 2025-2030 National Development Plan and the United Nations Sustainable Development Cooperation Framework. It also comes as AI adoption accelerates globally. PwC estimates AI could contribute up to $15.7 trillion to the world economy by 2030, including nearly $1.2 trillion in Africa.
