The Vietnamese conglomerate Vingroup announced on October 25 that it has signed a memorandum of understanding with the provincial government of Kinshasa, the capital of the Democratic Republic of Congo, to develop a large-scale urban project and promote green mobility in the city.
The agreement covers the joint development of an urban megaproject spanning 6,300 hectares. Vingroup stated that the land will be allocated to it free of charge.
This urban project, part of Kinshasa’s city expansion plan, will be located in a strategic area between the southern bank of the Congo River and the northern side of N’djili International Airport. It will include residential zones, villas, apartments, hospitals, schools, shopping centers, hotels, entertainment complexes, and a future administrative district for ministries and government agencies.
Beyond this modern urban center, whose financial details and timeline have not yet been disclosed, Vingroup said the memorandum also covers the development of eco-friendly transportation in Kinshasa. This includes electric buses and taxis, as well as charging infrastructure to be managed by VinFast and Green Smart Mobility (GSM), two Vingroup subsidiaries specializing in automotive manufacturing and ride-hailing services, respectively.
VinFast is expected to supply models to gradually replace more than 300,000 combustion vehicles with electric ones. It will also explore providing electric buses and support the setup and operation of electric bus rapid transit (BRT) lines.
“With our extensive experience in developing world-class urban megaprojects and promoting electric mobility networks, we are confident that our collaboration will help transform the urban landscape and drive sustainable development in Kinshasa and across the Democratic Republic of Congo,” said Le Thi Thu Thuy, Vice Chairwoman of Vingroup.
“This partnership marks an important milestone and will pave the way for a more modern, sustainable, and dynamic urban future for the people of Kinshasa,” said the city’s governor, Daniel Bumba Lubaki.
On October 23, Congolese Prime Minister Judith Suminwa Tuluka received a Vingroup delegation led by Le Thi Thu Thuy to discuss potential public-private partnerships to support major projects under the Government Action Program (PAG), according to a statement from the Prime Minister’s Office.
Vingroup is Vietnam’s largest private conglomerate. Founded and led by Phạm Nhật Vượng, the country’s first billionaire, the group operates in sectors including industry, technology, real estate, infrastructure, and green energy, according to information on its website.
