Morocco's Wheat Imports Set for a French Surge, with 64% Share in Sight for 2025/26

France’s soft wheat exports to Morocco are projected to reach 3.5 million metric tons during the 2025/2026 marketing year, according to Philippe Heusele, head of international relations at the French cereals association Intercéréales.

The forecast volume is more than double the 1.5 million tons shipped by French exporters last season. Morocco is expected to import about 5.5 million tons of wheat in total over the same period. If the outlook holds, French suppliers would capture nearly 64% of Morocco’s total wheat imports.

French wheat will, however, face tough competition from other origins. “We are also looking at Russian, German, and Polish wheat, as well as supplies from Argentina, where prices are attractive,” said Omar Yacoubi, president of the Moroccan National Federation of Grain and Legume Traders (FNCL), commenting on the market outlook.

Morocco remains structurally dependent on imports because of a chronic domestic production shortfall. In 2025, the country harvested about 3.5 million tons of soft and durum wheat combined, while annual consumption is estimated by the FAO at around 10 million tons.

To help secure local supply, the Moroccan government has extended its soft wheat import subsidy scheme until December 31, 2025. The mechanism offers fixed premiums to importers, a measure aimed at encouraging international purchases and keeping domestic prices stable.
