Gabon seeks to recover $1.4bn in unpaid corporate taxes

Gabon’s Minister of Economy, Finance, Debt, and State Holdings, Henri-Claude Oyima, launched on Tuesday, October 14, 2025, a major tax recovery campaign to collect more than CFA803 billion ($1.4 billion) in unpaid corporate taxes accumulated over the past two years.

The unpaid taxes amount to about CFA531 billion for 2023 and CFA273 billion for 2024, according to the Ministry of Economy.

Most of the arrears were identified within the tax centers of the Directorate General of Taxes following an audit of fiscal debts conducted by a task force established in September 2023 to assess the country’s domestic and external obligations.

The operation is part of the government’s broader effort to improve fiscal transparency and strengthen tax administration performance.

The initiative comes amid weak tax collection performance. In 2024, Gabon collected CFA1,080.73 billion in tax revenue—just 60.45% of the CFA1,787.8 billion target—highlighting the country’s potential for improvement in public revenue management.

Under its 2025–2027 strategic plan, the government aims to raise CFA3,738.9 billion in non-oil tax revenues over three years by broadening the tax base, enhancing compliance checks, and improving collection efficiency.
