Mauritius signed on November 3 a cybersecurity cooperation agreement with the Indian state of Maharashtra to enhance bilateral collaboration in digital security.
The initiative includes a series of training workshops in Port Louis, conducted by experts from Maharashtra Cyber, a public agency specializing in cybercrime prevention and incident management. The program aims to strengthen the technical skills of Mauritian public and private sector professionals.
“We are working to reduce cybercrime and protect our population, especially young people, from the risks of digital misuse. The government wants to make cyberspace a safe environment for business, education, and social life,” said Avinash Ramtohul, minister of Information Technology, Communication, and Innovation.
The partnership follows Indian Prime Minister Narendra Modi’s visit to Mauritius in March and aligns with the country’s national cybersecurity strategy, which makes digital resilience a core pillar of its digital transformation agenda. In recent years, Mauritius has stepped up efforts to build secure digital infrastructure as cyberattacks become more frequent and sophisticated worldwide.
Through this cooperation, both parties aim to exchange best practices, strengthen ties between specialized institutions, and develop a regional network of cybersecurity experts.
Mauritius remains one of Africa’s top performers in digital transformation. The United Nations ranked the country 76th worldwide and 2nd in Africa in 2024, with a score of 0.7506 on the E-Government Development Index (EGDI). The International Telecommunication Union (ITU) ranked Mauritius 3rd in Africa in 2025 with a score of 86.3 out of 100 on its ICT Development Index.
In cybersecurity, Mauritius is also recognized by the ITU as one of the continent’s and the world’s best performers.
